How do I get feedback?

Well, first off, you have to sell something using the PayPal/Buy It Now! functionality. If you have sold something using this method, as soon as the item is sold, the buyer will have a record of the transaction in their feedback profile. From there they will be able to rate the transaction.If your transaction is complete, and it's been a while and you still haven't gotten any feedback, you may consider emailing your buyer to ask them to rate the transaction.
